The Temporary Relief for Utility Expenses (TRUE) Program was established by the NJ Board of Utilities to provide one-time relief for gas & electric bills to moderate income households experiencing a temporary financial crisis.
Please note, the Income Requirements have changed as of November 1st and are as follows by household size:
1 Person:
Annual Income Range: $21,792 -$55,578, Monthly Income Range: $1,816 – $4,631.50
2 People:
Annual Income Range: $29,436 -$67,967, Monthly Income Range: $2,453 – $5,663.92
3 People:
Annual Income Range:$37,080-83,091, Monthly Income Range: $3,090 – $6,924.25
4 People:
Annual Income Range:$44,712 – $100,252, Monthly Income Range: $3,726 – $8,354.33
5 People:
Annual Income Range:$52,356 – $106,966, Monthly Income Range: $4,363 – $8,913.83
6 People:
Annual Income Range:$60,000 – $113,679, Monthly Income Range: $5,000 – $9,473.25
7 People:
Annual Income Range:$67,632 – $120,393, Monthly Income Range: $5,636 – $10,032.75
8 People:

*If your income falls below the range you may quality for LIHEAP or USF.
Eligibility Requirements:
1) Gas and/or electric account is 45 days or more past due and/or have received a disconnection notice.
2) 4 gas/electric payments of at least $25 each have been made within past 6 months. At least 3 of which made 30
days prior to application date.
3) Not currently receiving or have received any benefit through USF and/or HEA programs in last twelve months.
4) Utility service must be connected.
